Carmen M. Garcia serves as an Associate Board Member of the New Jersey State Parole Board. A gubernatorial appointee since 2004, she exclusively handles juvenile cases throughout the State as well as select adult matters before the Board. Prior to her appointment, Ms. Garcia served as Chief Judge of Trenton Municipal Court. During that time she developed and administered New Jersey's first Municipal Drug Court Program. Her professional career also includes: assistant counsel to Governor Thomas H. Kean, judicial law clerk to the United States Federal District Court Judge Joseph H. Rodriguez, litigation associate at the Cohen, Shapiro law firm in Philadelphia and adjunct faculty member at Mercer County Community College.

Ms. Garcia graduated magna cum laude from Saint Joseph's University, was selected class valedictorian and awarded a Rotary International Graduate Fellowship to Madrid, Spain. Subsequently, she received her juris doctorate from Rutgers University School of Law in Camden, New Jersey.

Ms. Garcia continues her active participation in charitable events and numerous professional, civic and non-profit organizations. She is a long standing member of the Hispanic National and State Bar Associations, the American Bar Association and the New Jersey Women Lawyers Association where she currently serves as Co-Director of the Diversity Committee.

Moreover, she serves on the Board of Directors for the Capital Health Regional Hospital System and member of the Award Selection Committee for Rutgers University School of Law in Camden. Carmen was recently reappointed to continue her work on the ABA Presidential Commission on the Future of Legal Services. 

Throughout the year, Carmen volunteers for the Komen Foundation, Latinas for the Cure, and Mt Carmel Guild in Trenton. The recipient of numerous awards and honors, Carmen's most noteworthy achievements include her induction into the New Jersey Women’s Hall of Fame (2012), and her induction into the Camden Catholic High School Hall of Fame (2015), and the establishment by Alianza at Rutgers Camden School of Law of an annual scholarship award in her name.
